To The Hon’ble Director National Human Rights Commission New Delhi, India The Hon’ble Director Central Vigilance Commission New Delhi, India Respected Sir/Madam, I, Labanya Kumar Roy, a resident of Village :- Kaluha, Gram Panchayat :- Kaluha, P.S. :- Margram, under the jurisdiction of Rampurhat–II Development Block, District :- Birbhum, West Bengal, most respectfully submit this representation for your urgent attention and intervention regarding serious instances of administrative negligence, inaction, misuse of government authority, corruption, mismanagement, and illegal activities relating to rural community development in my locality. I would like to respectfully inform you that I have repeatedly brought these matters of public importance to the notice of the concerned authorities. However, despite several representations and complaints submitted from time to time, no effective investigation or corrective action has been undertaken so far, and the situation remains unchanged. Brief Description of the Issues :- 1.Non-repair of severely dilapidated rural roads, causing hardship and safety risks to the local residents. 2.Lack of renovation and maintenance of drainage systems, resulting in sanitation and environmental problems. 3.Absence of street lighting in dark and vulnerable areas, creating security concerns for villagers, especially women, children, and the elderly. 4.Serious irregularities in the Pradhan Mantri Awas Yojana (Gramin), where ineligible beneficiaries have allegedly been included while many genuinely eligible families have been excluded from the scheme. 5.Unjustified withholding and prolonged delay in the payment of old-age pension allowances, causing harassment, deprivation, and financial hardship to senior citizens. 6.Deprivation of eligible poor families from benefits under the Pradhan Mantri Garib Kalyan Antyodaya Anna Yojana, despite their rightful entitlement. 7.Negligence and violation of Anganwadi services, adversely affecting the welfare, nutrition, and fundamental rights of women and children. Despite repeatedly raising these issues in the larger public interest, my complaints have unfortunately been dismissed as baseless without conducting any fair, impartial, or proper inquiry. This has caused serious concern among the residents of the locality who continue to suffer due to administrative inaction and negligence. Furthermore, I regret to state that instead of conducting a transparent and impartial investigation, certain officials appear to have attempted to suppress these complaints by communicating with politically influential individuals while deliberately avoiding direct communication with me, the complainant. It has also been alleged that threats of false legal cases have been made against me, which appears to be an attempt to intimidate and silence a responsible citizen and social worker who has raised these concerns in good faith for the welfare of the public. As a law-abiding citizen of India, I firmly believe in the principles and protections guaranteed by the Constitution of India, including transparency, accountability, rule of law, and protection of fundamental rights. My sole intention has always been to expose corruption, safeguard public welfare, and ensure proper implementation of government schemes meant for the poor, marginalized, and vulnerable sections of society. In view of the seriousness of the above matters, I most humbly request the Hon’ble Authorities to :- 1.Order an impartial, independent, and transparent investigation into the above-mentioned allegations. 2.Take strict and appropriate action against officials or individuals found responsible for corruption, negligence, or misuse of authority. 3.Ensure proper and fair implementation of government welfare schemes, so that all eligible beneficiaries receive their rightful entitlements without discrimination or delay. 4.Provide necessary protection to the complainant from harassment, intimidation, or retaliation for raising these issues in the public interest. I place my full faith and trust in the justice system and constitutional institutions of India, and I sincerely hope that the Hon’ble Authorities will kindly take immediate, appropriate, and necessary action in this matter.
